The water level was high at the pond in Hillside Park, which was doing exactly what it was designed to do - retain stormwater and release it gradually into the city's stormwater system.
Heavy rain and strong winds battered the Newark area Tuesday night, bringing down trees, knocking out power and damaging a motel.
Newark received 2.4 inches of rain on top of already soggy ground and saw wind gusts up to 35 mph, according to the Delaware Environmental Observing System.
